Yeah, that's the impression I got too, but I don't have any idea who else it could have been. Uriel deferred to Castiel at the beginning, and Anna was never an archangel so why would she have outranked Raphael? Who had a prophet to guard anyway, if Chuck is about the same age as Rob Benedict; Benedict was born in 1970, which is before Anna fell, since Uriel in 1978 didn't give any indication that Anna had already fallen (and also I'm sure Uriel's treatment of Anna after the 1978 incident is a key part of why Anna fell). Unless Raphael only started guarding Chuck when Chuck started writing Supernatural, which would be 2005 sometime, but I still don't see why command wouldn't have gone to Anna's second, who was not Raphael.
