Ah, I'm still learning Win10, so I'm less sure. I'm not sure if 10 still does it, I know earlier iterations of Windows, System would do that when it was doing certain background operations, like disk cleaning. If Norton says you're clean, I'd suggest snagging the free edition of Malwarebytes and see if it comes up with anything. Having a second opinion can't hurt.
