Sam, have you ever been someone who works for tips? It isn't fun. Denying someone a tip means taking money out of their pocket twice over, once because they don't get the tip money and twice because they have to pay taxes on the money they didn't get. And it's damn near impossible to make a living wage on tips and $2.13/hr wages. No matter how crappy the service, denying a waiter a tip is, just about literally, taking food out of their mouth, and nobody deserves that. Always always ALWAYS pay tips. Fifteen percent for crappy service. Twenty percent for decent service. More for great service.

Which rather makes the tip pointless, and plays into one of the things I like about the UK: tips can't legally be included as a part of, or to make up to minimum level, wages. So removal of tips as comment on bad service becomes acceptable. (Although reasonable service, let alone good, should always be tipped)

And vice versa, to be fair to the US. There are some things the US is more sensible than the UK on, too.
