apropos of nothing. nothing whatsoever, I swear.

Do I have any veterinary science folks subscribed to me, or do I have any subscribers who can point a veterinary science person my way? I have questions for such a person. To wit:

A man comes into an animal hospital with a hurt dog. Auto impact, internal injuries, fractured bones; proper care and treatment and the dog will be fine. The man is visibly severely upset by the dog's injury. Part obviously because he says he's the one hit the dog; the rest could be explained by it's his dog, except it is clear to your expert eye that this is no one's dog.

What, if anything besides 'treat the dog', is the ethical veterinary science professional's response to this situation, and the reasoning behind that response? And what about the dog's condition, other than the lack of collar and tag, would indicate that this is no one's dog?

Nobody's dog: malnutrition, poor grooming, attitude around people.
And, assuming the vet is reasonably sure that the animal being in his office is not the result of abuse (as in, it really was an accident), next step would probably be looking for someone to take the animal in.
