As best I can figure, https://en.wikipedia.org/wiki/Andy_M._Stewart is the
guy who wrote "Queen of Argyll".

He was born in 1952. It's generally safe to assume that anything postdating
"Steamboat Willie" is copyrighted. This may pose a problem.

I mean, I could fanfic it, obviously I don't have a problem with that. But
I was kind of picturing this as a story I could make money off of. Which I
could do if the song were at least as old as, say, "Star of the County
Down", like I thought it was. *sulk*

I've met Andy Stewart and he did indeed write "Queen of Argyle". He was pretty pissed that everyone assumes that it's a 'traditional' tune without checking to see if it actually is or not. Are you quoting the song in it's entirety? If so, then yeah, you've got a problem. If the story is just inspired by the tune though, then you're probably safe.
