Put it on the back-burner and let it stew for a while, your unconscious brain may come up with some answers given time for them to ferment*.

Maybe time to roll out the writing exercise approach, pick one aspect of missing backstory, pick the first item from newspaper or news program to catch your eye, write 200 words linking the two. The object isn't to get something usable out of those 200 words, but to use them as a kickstarter to being creative in respect of the story again.

Did a bunch of writing courses years ago, they had a bunch of activities along these lines designed to get you started at producing stuff, with the idea that shaping it to what you wanted could come later.
