Last time I recorded video using my laptop's built-in webcam was Aug 22, apparently. It recorded at 30 fps, exactly as it is supposed to.
Today I have recorded a dozen clips. The highest frame rate among them is 15 fps. One clip was below 5. That's the camera capturing about one frame in every six or seven that it ought to be capturing!
I restarted the laptop (installing updates in the process). I reset the Camera app. I attempted to update drivers on the camera, the monitor, and the display adapter, and Windows 10 assured me the best drivers are already installed. I am running Windows Update, but I glanced over the documentation for the one thing it's installing that came out since I did that update-restart earlier, and consequently I do not have high hopes that this will fix whatever broke. This exhausts the steps Microsoft suggests for such a difficulty.
Windows Update now wishes me to restart, so I am going to do that and test-record another clip and check its frame rate...but see aforementioned hopes.
