Summary:

Joining Yuuri for his exhibition skate at Nationals—exactly as with adopting a dog, cutting his hair, buying an apartment, moving to Japan, and returning to competitive skating—is an impulse decision. Viktor has no notion that he intends to do what he's daydreaming of until the thing is already half done.

Exactly as with those earlier life-changing decisions, he first spends hours if not months planning what he would do if he were to do what he daydreams of. This is no sign that he intends to do it: he has put as much thought into adopting a child, joining a ballet company, and moving to Switzerland.
